Strengthening energy security of Ukraine and the EU

The round table Strengthening energy security of Ukraine and the EU through the coordination and common actions based on the Association Agreement will be held by the Centre for Global Studies “Strategy XXI” and the Konrad Adenauer Stiftung Office in Ukraine on November 22, 2018 in Kyiv. 

At the event, problems of implementation of the Energy Community Treaty and the energy articles of the Association Agreement, challenges to energy security of Ukraine and the EU and ways to overcome them, as well as prospects of interactions between Ukraine and the EU in the gas sector will be discussed.

A program of the round-table will be foreseen to focus on the following issues:

  • Security of gas supply: how is it understood in Ukraine and the European Commission?
  • Does the introduction of European gas legislation under the Energy Community Treaty and the Association Agreement constitute the only EU-Ukraine legal area?
  • Legal opportunities of the Association Agreement to deepen the infrastructure integration of Ukrainian and EU gas markets.
  • Ten-Year Network Development Plan of the EU and gas supply forecasts: Are Ukraine's interests and infrastructure considered?

  • EU-Ukraine Special Coordinating Body on Gas Issues: Need and Role. 
  • GTS of Ukraine: Uncertainty of further use in the context of Russian bypass projects; a window of opportunity for transit of gas from Central Asia to the EU.
  • Prospect of opening of the natural gas delivery point on the Ukrainian - Russian border
  • Plans to construct an infrastructure for gas imports bypassing Ukraine: Whether a threat of emergency situation exists as defined by the EU-Ukraine Association Agreement?
  • Cooperation of Transport System Operators (TSO) and ENTSOG to improve cross-border trade. Experience of JSC Ukrtransgaz. 

Representatives of the Verkhovna Rada of Ukraine, the Ukrainian Government, NAK Naftogaz of Ukraine , JSC Ukrtransgas, missions of the international organisations (first of all – the EU and NATO), embassies of foreign states, Ukrainian experts who work on issues of security, energy and international relations, the Ukrainian media are expected to participate in the discussion.

Round-table venue: Conference Hall “Kryshtalevyi” in the Hotel “Kyiv” (Kyiv, 26/1 Hrushevskogo Street). Registration starts at 09:30 a.m., November 22, 2018. The event will last from 10:00 to 13:00. Working languages are Ukrainian and English.
