Ukraine and the EaP Countries in Countering Hybrid Threats for Public Security

Centre for Global Studies “Strategy XXI” invites you to take part in the international round-table Ukraine  and  the  EaP  Countries  in  Countering Hybrid  Threats  for  Public  Security.

The goal of the event is to present the views of the Ukrainian security institutions, the Ukrainian experts and civil society, the representatives of the EU and the Eastern Partnership countries on the development of state capabilities for countering hybrid threats and guaranteeing society security, outlining ways oа further strengthening them and discussing possibilities of using relevant experience of the European Union, the EU and EaP countries.

The event will include the presentation of the results of the expert survey on Ukraine's capabilities to ensure public security in the conditions of the hybrid threats, reports of representatives of state authorities, the EU, EU member states, the Eastern Partnership countries, Ukrainian experts, in particular: Artem Bidenko, State Secretary of the Ministry of Information Policy of Ukraine; Gert Antsu, Ambassador Extraordinary and Plenipotentiary of the Republic of Estonia to Ukraine; Marco Ferraro, Sector Manager, Law Enforcement Agencies and Fight Against Organised Crime, the Delegation to Ukraine; Dmitri Teperik, Executive Director of the International Centre for Defense and Security (Estonia), David Shahnazaryan, Head of the Center for Political and Legal Studies "Concord" (Armenia) and others.

A program of the round-table will be foreseen to concentrate on the following issues:

  • New threats to security of Ukraine, Eastern Partnership area and the EU
  • The EU policy to guarantee security and counter hybrid threats in the EaP region
  • The EU-NATO cooperation in countering new threats
  • Strengths and weaknesses in the state capacity of Ukraine to guarantee security of the society
  • Experience of the EU and EaP countries to develop state capacities, counter hybrid challenges and threats and improve government-society communication
  • Role of the society in countering hybrid challenges and threats
  • Directions of further development and increase of efficiency of work of the state bodies against hybrid challenges and threats

The organizer of the event is the Centre for Global Studies “Strategy XXI”.

The round-table will be held on November 01, 2017 and last from 10:00 to 14:00 in the Conference Hall “Venice” of the Hotel “Rus” (Kyiv, 4 Hospitalna Street).

Registration – from 09:30 a.m.

The event is being held within the framework of the project "Promoting building of Ukraine's capacities to guarantee citizens’ security in the conditions of hybrid threats" under the auspices of the Ukrainian National Platform of the Civil Society Forum of the Eastern Partnership.

The Project "Promoting building of Ukraine's capacities to guarantee citizens’ security in the conditions of hybrid threats" aimed at assessing Ukraine’s governmental capabilities to counter challenges and threats of the new, hybrid type to guarantee citizens’ security; studying and using the experience and the best practices of the EU and EaP countries; promoting strategic communications through improving awareness of the Ukrainian civil society about the EU and its security activities.

The Project is implemented by the Centre for Global Studies “Strategy XXI” with the assistance of the European Union and the International Renaissance Foundation within the grant component of the Project “Civic Synergy.
