Research Focus: International energy and security relations, Ukrainian energy infrastructure in the context of EU-Ukraine Association Agreement and Energy Community, effective use of the Ukrainian gas infrastructure, EU-Ukraine common policy on security of supply of energy resources, monitoring of gas and oil markets, price indicators. 

Has more than 25 years experience in the energy field. For the last 14 years he worked as a deputy head of the natural gas transit and supply department as well as on the other positions in the team of Naftogaz of Ukraine. The scope of activity included the preparation and maintenance of contracts, agreements, participation in negotiations on conditions of transit and import of natural gas.

Developed an alternative project of the CIS agreement on transit of energy resources by pipeline, which took into account Ukraine's international obligations, in particular in accordance with the European Energy Charter and the terms of the Energy Community Treaty. Subsequently, he presented this draft agreement at international negotiations as the official position of the Ukrainian side.

Participated in the delegation of Ukraine in the negotiations on the Association Agreement Ukraine-EU (AA). 

Author / co-author of several publications and articles on market development, transportation and storage of gas, indexing of gas prices, which were published in the Ukrainian professional (B2B) magazine “Naftova i hazova promyslovistʹ”, “Oil & Gas Industry of Ukraine”, the journal “Visnyk natsionalʹnoyi hazovoyi spilky”, the newspaper "Holos Ukrainy". Participated in many international conferences organized by Naftogaz of Ukraine, Argus, Platts, BBSPA, CEER / ENTSOG, Confidence Energy (Kyiv, Vienna, London, Brussels), where he delivered presentations on trade and gas transportation issues

Biorgaphy:

Over 10 years of general professional experience of research in issues of energy sector developments in Ukraine, Europe and global, international energy policies and relations, unconventional hydrocarbons, energy transparency, energy security, energy efficiency and renewable energy.

More than 8 years of professional experience in international projects, including management of task teams' activities, communication with beneficiaries and donors, state and civil organizations, local and municipal authorities, research on energy relations between the EU and Eastern Europe countries, sustainable development, transparency of energy sector functioning and energy security in Black Sea and Caspian Sea regions.

Wide experience of work and cooperation with multinational experts' teams from: Slovakia, Poland, Germany, France, Italy, Hungary, Romania, Bulgaria, Belarus, Moldova, Georgia, Azerbaijan, Armenia and Kazakhstan.

Olena Snigyr

Olena Snigyr

Associate Expert of the Centre for Global Studies Strategy XXI

Olena Snigyr’s sphere of interest and specialization is European security and Russian foreign policy. 

From 2001 to 2017 she has been working in National Institute for Strategic Studies under the President of Ukraine. Olena directed Foreign Policy Department in NISS in 2008-2011 and Sector of Europe in Foreign Policy Department in 2011-2013.

In 2015-2017 she was a chief consultant in Research Center for Russian Federation Problems in NISS.

In 2018-2019 Olena worked as a leading specialist in Center for International Studies in Hennadiy Udovenko Diplomatic Academy of Ukraine. Her most recent publications include analysis of Russia’s foreign policy specifically it’s interventionism and undisclosed methods of influence, security issues in Europe, the latest developments of Ukrainian foreign policy and perspectives of development of the conflict in the East of Ukraine.

Olena obtained her Ph.D in Political Science in 2004, having completed her doctoral research which examined the development of foreign policy approaches of the Western European countries towards Ukraine in XX century. She got her master degree in International Relations from Institute of International Relations of Taras Shevchenko National University of Kyiv.

Olena took an internship in Center for Policy Studies in Russia (PIR Center, Moscow), National Defence University of Warsaw (SENSE programe),  George C. Marshall European Center for Security Studies (Garmisch-Partenkirchen, Germany), Slovak Foreign Policy Association, Ukrainian School of Political Studies, Clingendael Academy – Netherlands Institute of International Relations.

OLEKSANDRA KOVALYOVA

Associate expert of the Center for Global Studies "Strategy XXI"

Ph.D. in Political Science (International Relations), International Political Relations Analyst, expert on Latin American and Caribbean countries` foreign policy.

Education: MA in Geography, 1999, Simferopol State University (Tavrida National University), Simferopol, Autonomous Republic of Crimea, Ukraine. PhD in Political Sciences (International Relations), 2004.  Postgraduate course (2000 – 2004), Institute of World Economy and International Relations of the National Academy of Sciences of Ukraine.

Author of 54 published scientific works (including 8 sections in collective monographs), as well as more than 20 publications in periodicals, analytical reports for various state agencies and entities and for international foundations.

Provided numerous interviews on various issues of domestic and foreign policy of Latin America to national periodicals, radio and TV channels. From 2005 to 2011 collaborated with the BBC News Ukrainian radio as a main Latin American policy expert

In 2004 – 2015 worked as Senior Researcher at the National Academy of Sciences of Ukraine (Institute of World Economy and International Relations; State Institution “Institute of World History of the National Academy of Sciences of Ukraine”, Kyiv).

Worked as lecturer (teached lecture courses “Foreign policy”, “Political geography”, “International organizations”) in several Ukrainian universities, among them National University of “Kyiv-Mohyla Academy” and National Aviation University.
